Certified Business Economist

Purpose/Objective
The National Association for Business Economics (NABE) requests proposals from qualified, interested parties (course developers) who can design, develop, and deliver comprehensive training programs for business economists, as part of NABE’s forthcoming Certified Business Economist (CBE) program.  The program will be announced and launched in 2012.
The selected proposals (and course providers) will receive a performance-based contract award.  A performance-based contract means that detailed statements of work will not be provided to allow prospective course providers with flexibility and creativity in course design and development. 

Proposals are currently requested in the following subject areas:

    • Statistical Methods
    • Managerial Economics

NABE Education Steering Committe's Answers to Submitted Questions

Q. I am a little unclear whether this proposal is for a single offering of the course. The RFP seems to indicate that you develop the course, teach it once, the program is concluded, and there is no intention for you to offer the course again.

A: No, this is not a single offering but will be a course that at a minimum would be offered at least annually. We are looking for not only content but the intention by the proposer to teach the course on a semi-regular basis.

Q. Is the intended time to offer the program in June of 2012? Since I have teaching obligations during the academic year, the timing of the course may be an issue for me.

A: We would like to offer this class as soon as possible. We don’t expect it to be available until mid year 2012, but we are flexible on timing.

Q. Since this can be construed as work for hire, would the materials developed for the course become the intellectual property of NABE, even if the course is only offered once by the contracted instructor? This interacts with the question about the contract for a single offering and may impact the appropriate fee to charge.

A: The materials would be the IP of NABE. Reference materials for this class should also be included for those who choose a self-study approach to this class.

Q: Our proposal would need an online “Learning Management System” (LMS) like Blackboard or Schoolology to deliver the material and manage the assessments. Does NABE have a preferred LMS, or would we need to write this into the proposal (for example, hosting the LMS at the University)?

A: We have reconsidered the requirement that online delivery be included in the proposal. We see this as a future modification to the program. This need not be included in your proposal.

Q: Who administers the certification exam? Would that be done at a separate time entirely from the class or would it be administered as part of the class?

A: The certification exam will be administered by NABE at NABE conferences and at testing facilities located throughout the country. The exam will be comprehensive – covering materials from each of the components of the certification program.
